I just did my first run of the Troves of the Thunder King Scenario, because it was my first time and I was only friendly with the Kirin Tor Offensive, I could not buy this item. Until you are exalted with them, when you do the Troves of the Thunder King Scenario, you are confined to the first room, where the only attackable mobs are small spiders that can web you to the ground. I would advise using any elder coins you get from your first few runs to stock up on things like the sleep dust and potions of light steps, until you are revered when you can buy things like the frost traps. I got at least 17 elder coins from the first room alone, so using them to stock up in advance is probably a good idea. When you get exalted, you will want to buy polymorphic keys, these allow you to reach the following rooms, if you want to get to final boss in the scenario, you will need 5. They cost 3 coins each. Good luck!
