Remember, that since 4.3, gems will give 50 or 25+25 stats, so red sox will count more, than in 4.0-4.2. Choose wisely your healing weapon set!

Won this off of Morchok tonight after my raid group one-shoted him on the first attempt. Easy to obtain, excellent stats for Holy Paladins like myself (and other healers I imagine), and a red socket to boot.

The "clock hands" move around on both the head of the mace and the hilt; it's a fun effect. The only problem is that this gets fairly obscured after applying enchantments like power torrent.

Matches the theme of the Mage Tier 13 set perfectly...except that mages can't equip it.

An interesting bit about the "clock hand" effect is that if you view the effect from one side, the hands move clockwise, but when viewed on the other side, the hands move counterclockwise.

Easy to obtain, First boss/Easy boss, and chances are you can go enchant it and gem it during a 5 minute break so you'll be upgraded for the rest of that week's raid.

i got one on our 2nd week of raiding Dragon Soul and I have a hunch that i'll end up not getting to upgrade it until we are doing heroic modes.

A solid upgrade over Ko'gun, Hammer of the Firelord especially if you like your haste, personally prefer this over the Maw of the Dragonlord on my Resto Shaman in 10-man raids. But the Maw is the best bet for most healers 10 or 25-man.

(There are also healing staves which are great for some other classes)

I would say the Maw of the Dragonlord has better overall healing throughput when compared to the Vagaries of Time due to the effect of the Maw, even more so in 25-man raids.
Vagaries of Time has (compared to Maw of the Dragonlord)

+18 intellect (with Brilliant Inferno Ruby) or +28 intellect with Brilliant Queen's Garnet
-162 Spellpower
-123 Critical Strike Rating
-135 Haste
-162 Spellpower
Lacks the healing proc. effect of Maw of the Dragonlord

If you would rather have a healing weapon from Dragon Soul with spirit on it than Scalpel of Unrelenting Agony would be your only choice.
The Scalpel of Unrelenting Agony has: (compared to Vagaries)

-50 or -60 less Intellect (gem/socket bonus)
-24 Haste
-123 Critical Strike Rating
+124 Spirit

According to my measurements:

On the large clock face the long hand move one lap at 6 and 2/3 seconds (6,666). This is same rate as the cogs around the clock move at. The small hand move at twice speed at 3 and 1/3 seconds per lap (3,333).

On the small clock face on the hilt the hand also moves at 3 and 1/3 seconds per lap (3.333).

The speed have no connection to similar items such as Hyperthermically Insulated Lava Dredger which moves at about 2 seconds per lap.

Hopefully you can now use your Vagaries of Time to tell time if stranded on a deserted island.

As I arrive late to the party, collecting transmogs from Dragon Soul in 2018/19 I've arrived upon this frustrating bit of "Why?"

The Vagaries of Time is clearly meant to go with the Time Lord's Regalia set, yet Mages can't use Maces and no class that can use maces can wear the set (as there doesn't appear to be a look-alike for it). Particularly frustrating now since we got huge mace like wands from Uldir...

I realize this is old news to pretty much everyone else, but... ugh.
