The wowhead description of ice armor rank 1 and frost armor rank 3 don't jive with the in game descriptions.

In game:
Ice Armor: Movement slows 40% / Time between attacks increased by 25% for 8 secs
Frost Armor: Movement slows 30% / Time between attacks increased by 35% for 8 secs

vs

Wowhead:
Ice Armor: Movement slows 30% / Time between attacks increased by 25% for 5 secs
Frost Armor: Movement slows 30% / Time between attacks increased by 25% for 5 secs

Quite a big difference.

Test notes for patch 2.4.3 state "Frost Armor, Ice Armor, Mage Armor, and Molten Armor are no longer Magic effects and cannot be dispelled."

A positive change for mages, particularly in PVP.

Interesting, the spell tooltip says "may" take effect, however we can see that its a 100% chance. This is contrary to the normal tooltip etiquette. "May" always implies a chance of not taking effect.

Am I the only one who thinks only 40 frost resistance on Ice Armor is ridiculous when same level Mage Armor gives +40 to all, 50% less duration on harmful spells AND 30% mana regeneration when casting.
It should imo. at least give 10-20 more frost resistance, and perhaps more armor to be just a little viable?

i think so too, b/c this is a lv 80 spell, inner fire for preists gives them + 2440 armor and +120 spell power, which is both healing and offensive casts. the frost resistance isnt even comparable, since the name is ICE ARMOR, maybe give more resistance than average

like come on this skill is kinda gay. frost armor looks the same so when you go to learn this you dont even know its a diff spell so you gatta reset it . i went to lvl 45 and the i relized it was diff .. BULL.. dont get mixed up

While I do advise keeping this up while traveling, I find Mage Armor better for leveling- when used with Ice Barrier, I rarely need the extra snare, and the mana regen is nice.

It can also make it harder to quickly cluster mobs for aoeing, especially if you have Frostbite.

Zolikk is right. It wasn't always a 100% proc. Now that it is, the spell description still says "attackers -may-".

I find this spell can be very situational.

As a frost speced mage, I rarely find myself within melee range.. In which case I cast frost nova and spam Ice Lance while getting some distance.

Almost all damage will be absorbed by Ice Barrier either way.. I find that my Ice Barrier wears off over time more often than it breaks from damage. In the rare case that it does break, my Shattered Barrier triggers, allowing me to escape, usually before taking even one hit.

As far as the resistance goes.. Most spells are easily interrupted with Counterspell, curses are quickly removed with Remove Curse, and the rest gets absorbed by Ice Barrier. In instances, you should almost never be targeted by any spell, and as ranged dps most AoE will be nowhere near you.

Now for the cases in which this is useful..

PvE you need to kite past some mobs.. Toss this up, Ice Barrier, and start kiting.. Your friends will have a fun time following you along as the mobs chase you hopelessly.

PvP.. Great stuff.. Slows melee attackers, sometimes freezing them down and triggering Fingers of Frost, the resistance is also good against casters.

When compared to other armor spells..

Molten Armor.. A good solid crit chance increase, Great stuff, that's a solid boost to your raid dps.
Reduces your chance to be critically hit by 5%.. in the rare case that you do get hit with anything, it's 5% less likely to crit.. Even against raid bosses I'm pretty sure that drops it down to %0.6 .. in that rare case that you do get hit..

Mage Armor.. finding yourself low on mana? pop this on and you'll find yourself with a little mana boost.
Increases your resistance, decent stuff.. in the rare case that you are hit with a spell..

My main point here is... you're a mage.. you should never be in the line of fire.. if you happen to find yourself in danger's path, instead of worrying about which armor spell you have on.. start saying your prayers.. If you're on vent, start screaming for help, and hope your tank and healer can save you.

This is the most useful armor for mages in pvp... expecially versus close melee classes (warriors, rogues, and feral-combat druids). The armor contribution and the Chill effect make this armor only for pvp (there's nothing for pve).

Your worst pain in pvp is (of course -.-) versus paladins, while their fu&%!ng Ass of Freedom is active.

While this spell is quite handy versus melee and auto-attacking opponents, in this day and age, CC is the name of the game. And the only armor ability that mages have to counter CC is Mage Armor, which reduces the duration of all magic effects by 50%.

With Cataclysm's increased mana pools of nearly 100k, the +3% max mana regeneration from Mage Armor is just too essential to give up. Mage Armor should be your general go-to buff, but Frost Armor is your situational switch-up.

According to 4.1 April 8 PTR Notes this armor will be used by most mages,
Frost Armor has been reworked:
*It now reduces physical damage taken by 15%, instead of providing 20% additional armor.
*The Chilled proc from Frost Armor can no longer proc Fingers of Frost.
*The attack speed slow from the Chilled proc is now 20%, down from 25%, but it also affects ranged attack speed.
*Frost Armor also no longer increases Frost resistance.
To me, this is good because at 7800 armor, you have %23 Physical Damage Taken Reduction. This means around %2.5 Reduction from 1000 armor. As an average pvp player (with nearly complete vicious set) current frost armor means around 1600 armor to me, which is %4 physical damage taken reduced. So the first update is good since it give %11 more Phys Damage Reduction.

Second is a nerf. FoF have %10 chance to proc from your chill effects. So if you have frost armor up on 4.0.6, each melee attack of an enemy melee dps gives %10 chance to apply you the FoF. And as a mage, you shouldn't even let a melee class come in melee range.

Third, is not a nerf from my perspective. This makes Frost Armor usable against ranged enemies too. And %5 less attack speed decreased debuff is worth this i think. So when an hunter hits you it will get the debuff, who will hit you maybe 1 less time before you kill it.

To all things i wrote above, 44 frost resistance is worth all this.

Since in MoP all armors were simplified, this is now the best Frost PVE armor.
Molten Armor being the best for Fire Mages due to the hot streak proc
Mage Armor being the best for Arcane Mages due to the 3000 mastery buff and the best for Frost PVP

And that is; Permafrost affects Frost Armor's Attack speed reduction, but this, Ice Armor's speed reduction. A thing to keep in mind when duelling someone.
